 1        AN ACT regarding vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    changing Section 3-609 as follows:

 6        (625 ILCS 5/3-609) (from Ch. 95 1/2, par. 3-609)
 7        Sec.  3-609.  Disabled  Veterans'  Plates.   Any disabled
 8    veteran who has been or declared eligible for funds  for  the
 9    purchase  of  a  motor vehicle of the first division or for a
10    motor vehicle of the second division weighing not  more  than
11    8,000  pounds by the United States Federal Government because
12    of his or  her  disability,  may  make  application  for  the
13    registration  of  one such vehicle, to the Secretary of State
14    without the payment of any  registration  fee.   Registration
15    shall be for a multi-year period effective in 1980 and may be
16    issued staggered registration.
17        Any  disabled veteran of World War I, of World War II, of
18    the National Emergency between June 25, 1950 and January  31,
19    1955  or  of the period beginning February 1, 1955 and ending
20    on  the  day  before  the  first  day  thereafter  in   which
21    individuals  (other  than individuals liable for induction by
22    reason of prior deferment) are no longer liable for induction
23    for training and service into  the  armed  forces  under  the
24    Military  Selective  Service  Act  of  1967,  or of any armed
25    conflict involving the armed forces of the United States, who
26    has a service-connected  disability of such a nature that  it
27    would, if it had been incurred in World War II, have entitled
28    him  to be awarded an automobile by the United States Federal
29    Government,  or  who  is  receiving  compensation  from   the
30    Veterans    Administration    for   total   service-connected
31    disability, may make application to the  Secretary  of  State

 1    for  the  registration  of  one  motor  vehicle  of the first
 2    division  without  accompanying  such  application  with  the
 3    payment of any fee.
 4        Renewal of such registration  must  be  accompanied  with
 5    documentation  for  eligibility  of  registration without fee
 6    unless the applicant has a permanent  qualifying  disability,
 7    and  such registration plates may not be issued to any person
 8    not eligible therefor.
 9        The Illinois Veterans Commission may assist in  providing
10    the documentation of disability.
