1 AN ACT respecting higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Northern Illinois University Revenue Bond
5 Law is amended by changing Section 31-40 as follows:
6 (110 ILCS 686/31-40)
7 Sec. 31-40. Prohibitions Against Obligating the State of
8 Illinois. Nothing in this Article shall be construed to
9 authorize the Board or the University to contract a debt on
10 behalf of, or in any way to obligate, the State of Illinois,
11 or to pledge, assign or encumber in any way, or to permit the
12 pledging, assigning or encumbering in any way, of
13 appropriations made by the General Assembly of the State of
14 Illinois.
