 1                     AMENDMENT TO HOUSE BILL 842

 2        AMENDMENT NO. _______.  Amend House Bill 842, on page  1,
 3    immediately below line 5, by inserting the following:

 4        "Section  5.  Carbon  Sequestration  Advisory  Committee;
 5    duties.
 6        (a)  The   Carbon  Sequestration  Advisory  Committee  is
 7    created within the Department of Agriculture.
 8        (b)  The Advisory Committee shall study  and  investigate
 9    the  potential for carbon sequestration in Illinois, focusing
10    on  air  quality  and  the   preservation   of   agricultural
11    resources.
12        (c)  The   Director  of  Agriculture  shall  appoint  the
13    members of the Advisory  Committee.  The  membership  of  the
14    Advisory  Committee  shall  include  representatives  of  the
15    following:  the  Department of Agriculture, the Department of
16    Natural  Resources,   the   United   States   Department   of
17    Agriculture's Natural Resources Conservation Service, and the
18    University  of  Illinois.  The  Director  of  Agriculture may
19    appoint any other members deemed necessary. The  Director  of
20    Agriculture  shall  designate  one  of the Advisory Committee
21    members to serve as the chairperson of the Advisory Committee
22    and shall provide staffing support for the  Committee.    All
23    Advisory  Committee members shall serve without compensation,

 1    but may be reimbursed for necessary expenses incurred in  the
 2    performance of their duties.

 3        Section  10.   Report.  The Committee shall report to the
 4    General Assembly not later than February 1, 2002, setting out
 5    its findings and recommendations and proposing  how  best  to
 6    proceed  with  the  study  of carbon sequestration, including
 7    various trading options  and  alternatives,  considering  air
 8    quality and the preservation of agricultural resources.

 9        Section  90.   Repeal.   This  Act is repealed on June 1,
10    2002.

11        Section 99.  Effective date.  This Act takes effect  upon
12    becoming law.".
