Senate Sponsors: DILLARD AND O'DANIEL. Short description: LIQ CNTRL-ENFORCEMENT ACTION Synopsis of Bill as introduced: Amends the Liquor Control Act of 1934. Deletes current provisions concerning enforcement actions. Provides that the State Commission or a local liquor control commission may employ or direct a person under 21 years of age as an agent to attempt to purchase alcohol from a licensee in order to conduct an alcohol compliance operation under certain conditions. Preempts home rule powers. SENATE AMENDMENT NO. 1. Further amends the Liquor Control Act of 1934. Provides that if the State Commission or a local liquor control commission adopts an alcohol compliance program, a representative number of licensed premises within its jurisdiction (now all licensed premises within its jurisdiction) shall be investigated for compliance with the provisions of the Act concerning the sale of alcoholic liquor to persons under 21 years of age. SENATE AMENDMENT NO. 2. Further amends the Liquor Control Act of 1934. Provides that alcohol compliance operations conducted pursuant to the provisions of the bill may not be conducted in a municipality with a population of over 1,000,000 inhabitants.
