Provides that a person may not file a petition to organize a Cemetery Association without first obtaining legal ownership of the property that he or she desires to maintain as a cemetery. Provides that the Secretary of State may not issue a certificate of organization without first securing a certificate of ownership naming the petitioners as the owners. Provides that the county board may not name trustees without the certificate of ownership in the name of the trustees or the organization the trustees represent. Provides that if a valid certificate of ownership is legally filed in the office of the Secretary of State, the county board is not authorized to fill vacancies in the office of trustee.
