Effective immediately. SENATE AMENDMENT NO. 1. Deletes reference to: 70 ILCS 1205/1-2 70 ILCS 1505/20d new Deletes everything. Amends the Chicago Park District Act. Provides that the commissioners of the District are subject to the Public Officer Prohibited Activities Act. Changes the name of the Superintendent of Employment to the Director of Human Resources. Provides that the District may sell or transfer real estate not exceeding 3 acres and may lease real estate if the board determines the transfer to be in the best interests of the District. Provides that the property tax exemption for park district property shall not be affected by any transaction in which, for the purpose of obtaining financing, a park district leases or transfers the property to another whose property is not exempt and immediately thereafter enters into a leaseback or other agreement that gives the district a right to use, control, and possess the property. Provides that the property will no longer have the exemption if the right of the park district to use, control, and possess the property has been terminated, the park district no longer has an option to purchase or otherwise acquire the property, and there is no provision for a reverter of the property to the park district within the limitations period for reverters. Provides that the district must notify the chief county assessment officer of any leaseback transaction and failure to notify the assessment officer may cause the termination of the exemption. Provides that the changes made by this amendatory Act are declarative of existing law and shall not be construed as a new enactment. Effective immediately. SENATE AMENDMENT NO. 3. Makes a technical correction to cross-references in the amendatory provision granting the Chicago Park District the power to sell or lease real property. FISCAL NOTE (Dept. of Natural Resources) SB 575 has no fiscal impact on this Department. CORRECTIONAL NOTE, H-AM 3 (Department of Corrections) This legislation would have no fiscal impact or prison impact on the Department of Corrections. PENSION NOTE, H-AM 3 (Pension Laws Commission) This legislation would not affect the accrued liabilities or annual cost of any Illinois public pension fund or retirement system. STATE DEBT NOTE, H-AM 3 (Economic and Fiscal Commission) This legislation does not increase the State's general obligation bonded indebtedness, but does increase the bonding authority of the Illinois Sports Facilities Authority by $399 million. The bonds and notes of the Authority are not general obligations of the State or the City of Chicago, or of any other political subdivision of the State other than the Authority, and are not secured by a pledge of the full faith and credit of the State or the City of Chicago. There is no bonding authority authorized in connection with the creation of the Metro East Sports Facilities Authority, so there is no increase in the State's general obligation bonded indebtedness. JUDICIAL NOTE, H-AM 3 (Administrative Office of Ill. Courts) The bill would neither decrease nor increase the number of judges needed in the State. HOUSING AFFORDABILITY NOTE, H-AM 3 (Housing Development Auth.) There will be no fiscal effect on the cost of constructing, purchasing, owning, or selling a single family residence. 99-02-24 S FIRST READING 99-02-24 S REFERRED TO SENATE RULES COMMITTEE RULES 99-02-24 S ASSIGNED TO COMMITTEE LOCAL GOV 99-03-02 S HELD IN COMMITTEE 99-03-09 S HELD IN COMMITTEE 99-03-17 S AMENDMENT NO. 01-LOCAL GOV S 99-03-17 S ADOPTED 99-03-17 S DO PASS AS AMENDED 008-000-000 SLGV 99-03-17 S PLACED ON CALENDAR ORDER OF 2ND READING 99-03-18 99-03-18 S SECOND READING 99-03-18 S PLACED ON CALENDAR ORDER OF 3RD READING 99-03-19 99-03-18 S FILED WITH SECRETARY 99-03-18 S AMENDMENT NO. 02-DUDYCZ 99-03-18 S AMENDMENT REFERRED TO SRUL 99-03-19 S AMENDMENT NO. 02-DUDYCZ 99-03-19 S BE APPROVED FOR CONSIDERATION SRUL 99-03-22 S FILED WITH SECRETARY 99-03-22 S AMENDMENT NO. 03-DUDYCZ 99-03-22 S AMENDMENT REFERRED TO SRUL 99-03-23 S AMENDMENT NO. 03-DUDYCZ 99-03-23 S BE APPROVED FOR CONSIDERATION SRUL 99-03-23 S RECALLED TO SECOND READING 99-03-23 S AMENDMENT NO. 02-DUDYCZ 99-03-23 S TABLED 99-03-23 S AMENDMENT NO. 03-DUDYCZ 99-03-23 S ADOPTED 99-03-23 S PLACED ON CALENDAR ORDER OF 3RD READING 99-03-24 99-03-24 S THIRD READING - PASSED 058-000-001 99-03-24 H ARRIVE IN HOUSE 99-03-24 H HOUSE SPONSOR TURNER,ART 99-03-24 H FIRST READING 99-03-24 H REFERRED TO HOUSE RULES COMMITTEE RULES 99-04-14 H ASSIGNED TO COMMITTEE LOCAL GOVT 99-04-22 H DO PASS/SHORT DEBATE 008-001-000 HLGV 99-04-22 H PLACED CALENDAR 2ND READING-SHORT DEBATE 99-04-29 H FISCAL NOTE FILED 99-04-29 H CALENDAR ORDER 2ND READING-SHORT DEBATE 99-05-06 H SECOND READING-SHORT DEBATE 99-05-06 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 99-05-07 H RECALLED TO SECOND READING-SHORT DEBATE 99-05-07 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 99-05-11 H AMENDMENT NO. 01-ERWIN 99-05-11 H AMENDMENT REFERRED TO HRUL 99-05-11 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 99-05-13 H AMENDMENT NO. 02-TURNER,ART 99-05-13 H AMENDMENT REFERRED TO HRUL 99-05-13 H AMENDMENT NO. 01-ERWIN 99-05-13 H RULES REFERS TO HLGV 99-05-13 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 99-05-14 H 3RD RDING DEADLINE 99-05-14 H EXTENDED - 5/21/99 99-05-14 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 99-05-21 H RE-REFERRED TO RULES COMM/RULE 19(A) RULES HRUL 00-11-28 H APPROVED FOR CONSIDERATION 005-000-000 HRUL 00-11-28 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-11-29 H AMENDMENT NO. 03-TURNER,ART 00-11-29 H AMENDMENT REFERRED TO HRUL 00-11-29 H RULES REFERS TO HEXC 00-11-29 H RECOMMENDS BE ADOPTED HEXC/008-007-000 00-11-29 H AMENDMENT NO. 04-SCULLY 00-11-29 H AMENDMENT REFERRED TO HRUL 00-11-29 H FISCAL NOTE REQUESTED AS AMENDED BY HA #3/BLACK 00-11-29 H STATE MNDT FISCAL NOTE RQSTD AS AMENDED BY HA #3/BLACK 00-11-29 H HOME RULE NOTE REQUESTED AS AMENDED BY HA #3/BLACK 00-11-29 H ST DEBT IMPACT NOTE REQUESTED AS AMENDED BY HA #3/BLACK 00-11-29 H HOUS AFFORD IMPCT NOTE REQ AS AMENDED BY HA #3/BLACK 00-11-29 H AMENDMENT NO. 05-MURPHY 00-11-29 H AMENDMENT REFERRED TO HRUL 00-11-29 H CORRECTIONAL NOTE FILED AS AMENDED BY HOUSE AMEND #3 00-11-29 H PENSION NOTE FILED AS AMENDED BY HOUSE AMEND #3 00-11-29 H ST DEBT IMPACT NOTE FILED AS AMENDED BY HOUSE AMEND #3 00-11-29 H JUDICIAL NOTE FILED AS AMENDED BY HOUSE AMEND #3 00-11-29 H HOUS AFFORD IMPCT NOTE FLD AS AMENDED BY HOUSE AMEND #3 00-11-29 H AMENDMENT NO. 03-TURNER,ART 00-11-29 H LOST 055-058-000 00-11-29 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 01-01-02 H RE-REFERRED TO RULES COMM/RULE 19(B) RULES HRUL 01-01-09 S SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
