DELGADO-MCKEON-SILVA-MCGUIRE-JONES,SHIRLEY, GARRETT, DAVIS,MONIQUE, SHARP, LYONS,JOSEPH, HAMOS, CROTTY AND MCCARTHY. (DEMUZIO-MADIGAN,L-OBAMA-DEL VALLE) 105 ILCS 5/10-22.18b from Ch. 122, par. 10-22.18b 105 ILCS 5/34-18.4 from Ch. 122, par. 34-18.4 Amends the School Code to require the State Board of Education to provide after school program grants to qualifying school districts for the purpose of assisting individual students who fail to meet State academic standards and their families. Effective immediately. FISCAL NOTE (State Board of Education) The cost of the program outlined in HB 3315 is essentially a policy issue to be determined in the budget and appropriation process; HB 3315 does not require or define any particular level of spending. Currently, approximately 180 districts have at least one school (900 schools in all) in which less than 50% of the students achieve the state Learning Standards. SBE has included $5 million in its FY01 budget for extended day pro- grams, which could either provide a $25 thousand grant to each such district or a $5.5 thousand grant to each such school. STATE MANDATES NOTE (State Board of Education) Same as SBE fiscal note. BALANCED BUDGET NOTE (Bureau of the Budget) Since HB 3315 is not a supplemental appropriation bill, the Balanced Budget Note Act is inapplicable. STATE DEBT NOTE (Economic and Fiscal Commission) HB 3315, House Amendment #1, would not change the amount of authorization for any type of State-issued or State-supported bond; therefore, this bill would not affect the level of State indebtedness. JUDICIAL NOTE, H-AM 1 (Administrative Office of Ill. Courts) HB 3315, as amended, would neither decrease nor increase the number of judges needed in the State. HOME RULE NOTE, H-AM 1 (Department of Commerce and Community Affairs) This legislation does not pre-empt home rule authority. FISCAL NOTE, H-AM 1 (State Board of Education) Since HB 3315, as amended, is subject to appropriation, the bill in and of itself will have no fiscal impact. Costs would be limited to the amount of money, if any, appropriated by the General Assembly. STATE MANDATES NOTE, H-AM 1 (State Board of Education) Same as SBE fiscal note. HOUSE AMENDMENT NO. 1. Provides that the awarding of after school program grants is subject to a separate appropriation. HOUSE AMENDMENT NO. 2. Deletes reference to: 105 ILCS 5/10-22.18b 105 ILCS 5/34-18.4 Adds reference to: 105 ILCS 5/2-3.131 new Deletes everything. Subject to appropriation, requires the State Board of Education to provide after school program grants to 40 public schools geographically distributed throughout the State, as chosen by the State Board of Education on a non-competitive basis and based on a lack of student achievement at the school, for the purpose of assisting individual students who fail to meet State academic standards and their families at the school at the end of the regular day of instruction or on non-school days. Provides that the grants shall be provided for the 2000-2001 school year and each school year thereafter until the 2004-2005 school year. Requires the Board to report to the General Assembly by July 1, 2003 on whether to continue and expand the provision of grants. Effective immediately. FISCAL NOTE, H-AM 1, 2 (State Board of Education) Implementation of this legislation is subject to specific appropriations for such purpose. Therefore, any fiscal impact will be limited by the assessment of funding appropriated by the General Assembly. STATE MANDATES NOTE, H-AM 1, 2 (State Board of Education) Same as SBE fiscal note. 00-01-19 H FIRST READING 00-01-19 H REFERRED TO HOUSE RULES COMMITTEE RULES 00-01-20 H ASSIGNED TO COMMITTEE ELEM SCND ED 00-01-20 H ADDED AS A JOINT SPONSOR MCKEON 00-01-25 H ADDED AS A JOINT SPONSOR SILVA 00-01-25 H ADDED AS A JOINT SPONSOR MCGUIRE 00-01-25 H ADDED AS A JOINT SPONSOR JONES,SHIRLEY 00-01-26 H DO PASS/SHORT DEBATE 019-000-000 HELM 00-01-26 H PLACED CALENDAR 2ND READING-SHORT DEBATE 00-01-26 H ADDED AS A CO-SPONSOR GARRETT 00-01-26 H ADDED AS A CO-SPONSOR FLOWERS 00-01-27 H AMENDMENT NO. 01-DELGADO 00-01-27 H AMENDMENT REFERRED TO HRUL 00-01-27 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-01-27 H ADDED AS A CO-SPONSOR DAVIS,MONIQUE 00-01-27 H ADDED AS A CO-SPONSOR SHARP 00-02-01 H SECOND READING-SHORT DEBATE 00-02-01 H FISCAL NOTE FILED 00-02-01 H STATE MANDATES FISCAL NOTE FILED 00-02-01 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-02 H AMENDMENT NO. 01-DELGADO 00-02-02 H RECOMMENDS BE ADOPTED HRUL/003-002-000 00-02-02 H FISCAL NOTE REQUESTED AS AMENDED BY HA #1/BLACK 00-02-02 H STATE MNDT FISCAL NOTE RQSTD AS AMENDED BY HA #1/BLACK 00-02-02 H BALANCED BUDGET NOTE REQUESTED AS AMEND BY HA #1/BLACK 00-02-02 H HOME RULE NOTE REQUESTED AS AMENDED BY HA #1/BLACK 00-02-02 H JUDICIAL NOTE REQUESTED AS AMENDED BY HA #1/BLACK 00-02-02 H ST DEBT IMPACT NOTE REQUESTED AS AMENDED BY HA #1/BLACK 00-02-02 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-02 H ADDED AS A CO-SPONSOR LYONS,JOSEPH 00-02-02 H ADDED AS A CO-SPONSOR HAMOS 00-02-03 H BALANCED BUDGET NOTE FILED 00-02-03 H STATE DEBT IMPACT NOTE FILED 00-02-03 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-03 H ADDED AS A CO-SPONSOR BRADLEY 00-02-04 H JUDICIAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-04 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-08 H HOME RULE NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-08 H FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-08 H STATE MNDT FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-08 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-09 H ADDED AS A CO-SPONSOR CROTTY 00-02-16 H ADDED AS A CO-SPONSOR MCCARTHY 00-02-17 H AMENDMENT NO. 02-DELGADO 00-02-17 H AMENDMENT REFERRED TO HRUL 00-02-17 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-22 H AMENDMENT NO. 02-DELGADO 00-02-22 H RECOMMENDS BE ADOPTED HRUL/005-000-000 00-02-22 H AMENDMENT NO. 01-DELGADO 00-02-22 H ADOPTED 00-02-22 H AMENDMENT NO. 02-DELGADO 00-02-22 H ADOPTED 00-02-22 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 00-02-23 H FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND 1&2 00-02-23 H STATE MNDT FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND 1&2 00-02-23 H THIRD READING/SHORT DEBATE/PASSED 114-001-000 00-02-24 S ARRIVE IN SENATE 00-02-24 S PLACED CALENDAR ORDER OF FIRST READING 00-02-25 00-02-24 S CHIEF SPONSOR DEMUZIO 00-02-24 S FIRST READING 00-02-24 S REFERRED TO SENATE RULES COMMITTEE RULES 00-02-25 S ADDED AS A CHIEF CO-SPONSOR MADIGAN,L 00-02-25 S ADDED AS A CHIEF CO-SPONSOR OBAMA 00-02-25 S ADDED AS A CHIEF CO-SPONSOR DEL VALLE 01-01-09 H SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
