Creates the same Tobacco Settlement Proceeds for Seniors' Health Care Act as the bill but in the list of services for senior citizens funded by tobacco settlement proceeds, does not include property tax relief or improvement of case management systems, and replaces smoking cessation programs with smoking cessation campaigns through senior centers, senior nutrition programs, and case coordination units. PENSION NOTE, H-AM 1, 2 (Ill. Pension Laws Commission) This legislation would not affect the accrued liabilities or annual cost of any Illinois public pension fund or retirement system. STATE DEBT NOTE, H-AM 2 (Economic and Fiscal Commission) This legislation would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness. CORRECTIONAL NOTE, H-AM 2 (Department of Corrections) There would be no corrections population or fiscal impact. JUDICIAL NOTE, H-AM 2 (Administrative Office of Ill. Courts) It has been determined that the bill would neither decrease nor increase the number of judges needed in the state. HOUSING AFFORDABILITY NOTE, H-AM 2 (Ill. Housing Development Authority) There will be no fiscal impact on a single-family residence. STATE MANDATES NOTE, H-AM 2 (Department of Commerce and Community Affairs) HB 2993 (H-am 2) does not create a State mandate. HOME RULE NOTE, H-AM 2 (Department of Commerce and Community Affairs) HB 2993 (H-am 2) pertains to services for senior citizens fund- ed by tobacco settlement proceeds and does not contain language indicating a pre-emption of home rule powers and functions. Therefore, HB 2993 (H-am 2) does not pre-empt home rule autho- rity. FISCAL NOTE, H-AM 2 (State Treasurer) Estimated collections for FY00 are $377,753,000 and FY01 are $283,820,000; 25% of this amount would be $165,393,250. FY02 collections are estimated to be $342,929,000; 25% of this would be $85,732,250. Future estimates are affected by several fac- tors outside the State's control, including inflation, increase or decrease in tobacco sales, and additional settlements by local governments. 99-12-02 H FILED WITH CLERK 99-12-02 H ADDED AS A JOINT SPONSOR O'BRIEN 99-12-02 H ADDED AS A JOINT SPONSOR LAWFER 99-12-02 H ADDED AS A JOINT SPONSOR BOLAND 99-12-02 H FIRST READING 99-12-02 H REFERRED TO HOUSE RULES COMMITTEE RULES 00-01-13 H JOINT-SPONSOR CHANGED TO COULSON 00-01-19 H ASSIGNED TO COMMITTEE TOBACCO 00-01-19 H ADDED AS A CO-SPONSOR LYONS,JOSEPH 00-01-19 H ADDED AS A CO-SPONSOR COWLISHAW 00-01-19 H ADDED AS A CO-SPONSOR BURKE 00-01-19 H ADDED AS A CO-SPONSOR SCULLY 00-01-19 H ADDED AS A CO-SPONSOR MCCARTHY 00-01-19 H ADDED AS A CO-SPONSOR BROSNAHAN 00-01-19 H ADDED AS A CO-SPONSOR DAVIS,STEVE 00-01-19 H ADDED AS A CO-SPONSOR SMITH,MICHAEL 00-01-21 H ADDED AS A CO-SPONSOR GRANBERG 00-01-26 H ADDED AS A CO-SPONSOR MITCHELL,JERRY 00-01-26 H ADDED AS A CO-SPONSOR GARRETT 00-01-26 H ADDED AS A CO-SPONSOR MCKEON 00-01-26 H ADDED AS A CO-SPONSOR JONES,JOHN 00-01-26 H ADDED AS A CO-SPONSOR JONES,SHIRLEY 00-01-26 H ADDED AS A CO-SPONSOR SILVA 00-01-26 H ADDED AS A CO-SPONSOR GILES 00-01-26 H ADDED AS A CO-SPONSOR NOVAK 00-01-26 H ADDED AS A CO-SPONSOR SCHOENBERG 00-01-26 H ADDED AS A CO-SPONSOR HOLBROOK 00-01-27 H ADDED AS A CO-SPONSOR HOFFMAN 00-01-27 H ADDED AS A CO-SPONSOR BELLOCK 00-01-27 H ADDED AS A CO-SPONSOR WIRSING 00-01-27 H ADDED AS A CO-SPONSOR MOFFITT 00-01-27 H ADDED AS A CO-SPONSOR BRADLEY 00-01-27 H ADDED AS A CO-SPONSOR MCAULIFFE 00-02-03 H ADDED AS A CO-SPONSOR SAVIANO 00-02-03 H ADDED AS A CO-SPONSOR CURRY,JULIE 00-02-03 H ADDED AS A CO-SPONSOR DAVIS,MONIQUE 00-02-03 H ADDED AS A CO-SPONSOR HARRIS 00-02-08 H ADDED AS A CO-SPONSOR FLOWERS 00-02-09 H AMENDMENT NO. 01-TOBACCO H 00-02-09 H ADOPTED 00-02-09 H DO PASS AMENDED/SHORT DEBATE 024-000-003 HTSP 00-02-09 H PLACED CALENDAR 2ND READING-SHORT DEBATE 00-02-22 H FISCAL NOTE REQUESTED AS AMENDED TENHOUSE 00-02-22 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-22 H ADDED AS A CO-SPONSOR WOJCIK 00-02-23 H FISCAL NOTE REQUEST-WITHDRAWN BLACK 00-02-23 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-24 H ADDED AS A CO-SPONSOR GASH 00-02-29 H SECOND READING-SHORT DEBATE 00-02-29 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-03-01 H AMENDMENT NO. 02-MCGUIRE 00-03-01 H AMENDMENT REFERRED TO HRUL 00-03-01 H PENSION NOTE FILED AS AMENDED BY HOUSE AMEND 1&2 00-03-01 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-03-02 H AMENDMENT NO. 02-MCGUIRE 00-03-02 H RULES REFERS TO HTSP 00-03-02 H ST DEBT IMPACT NOTE FILED AS AMENDED BY HOUSE AMEND #2 00-03-02 H CORRECTIONAL NOTE FILED AS AMENDED BY HOUSE AMEND #2 00-03-02 H HOUS AFFORD IMPCT NOTE FLD AS AMENDED BY HOUSE AMEND #2 00-03-02 H JUDICIAL NOTE FILED AS AMENDED BY HOUSE AMEND #2 00-03-02 H STATE MNDT FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #2 00-03-02 H HOME RULE NOTE FILED AS AMENDED BY HOUSE AMEND #2 00-03-02 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-03-02 H ADDED AS A CO-SPONSOR MULLIGAN 00-03-03 H ADDED AS A CO-SPONSOR MITCHELL,BILL 00-03-03 H RE-REFERRED TO RULES COMM/RULE 19(A) RULES HRUL 00-03-07 H FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #2 00-03-07 H COMMITTEE RULES 01-01-09 H SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
