Provides that a criminal offense committed in a penal institution or within 1,000 feet of a penal institution in furtherance of gang activity shall be enhanced one classification. Amends the Code of Criminal Procedure of 1963. Provides that it is prima facie evidence of a possession violation of the Cannabis Control Act or the Illinois Controlled Substances Act that an inmate tested positive for cannabis or a controlled substance.
