        Creates the Parental Notice of Abortion Act  of  1999.   Provides      
   that  no  person  may  perform an abortion upon a minor or incompetent      
   unless the person performing the abortion (or the person's agent or  a      
   referring  physician)  has  given  48  hours notice to an adult family      
   member.   Provides  for  judicial  waiver  of   notice   requirements.      
   Requires  the  Illinois Department of Public Health to comply with the      
   reporting requirements of the consent decree in  Herbst  v.  O'Malley.      
   Provides   civil   and  criminal  penalties  for  certain  violations.      
   Provides immunity from liability for physicians.  Repeals the Illinois      
   Abortion Parental  Consent  Act  of  1977,  the  Parental  Notice  of       
   Abortion  Act  of  1983,    and the Parental Notice of Abortion Act of      
   1995.  Provides that a physician who willfully fails  to  provide  the      
   required  notice  before  performing  an  abortion  on  a  minor or an      
   incompetent person shall be referred to  the  Illinois  State  Medical      
   Disciplinary   Board.   Amends  the  Medical  Practice  Act  of  1987.      
   Authorizes disciplinary action for a physician's  willful  failure  to      
   provide  notice  required under the Parental Notice of Abortion Act of      
   1999.  Authorizes a State's Attorney to report a  physician's  alleged      
   willful   failure   to   provide   the   required  notice.   Effective      
   immediately.
