PARKE. New Act Creates the Managed Care Responsibility to Members Act. Provides for the regulation of managed care plans by the Department of Insurance. Creates specific patient rights to disclosure, quality of care, and confidentiality. Prohibits restraints on communications between physicians and patients. Requires the establishment of grievance procedures. Requires utilization review programs to register with the Department of Insurance. Effective January 1, 2000. HOUSE AMENDMENT NO. 1. Deletes provisions prohibiting health care providers from collecting from an enrollee charges for services covered by the health care plan.
