YOUNGE. 625 ILCS 5/6-306.7 new 625 ILCS 5/6-306.3 rep. 625 ILCS 5/6-306.4 rep. Amends the Illinois Vehicle Code to allow a driver ticketed for specified traffic offenses to have the option of being taken before a court of jurisdiction or executing a written promise to comply with terms of the citation by signing at least one copy of the Uniform Traffic Ticket (instead of depositing his or her driver's license). Provides that a non-resident of Illinois who resides in a state that is not part of the Nonresident Violator Compact of 1977 shall be subject to Supreme Court Rules regarding bail for traffic offenses. Provides that a person who does not comply with his or her written promise shall be subject (after specified procedures) to having his or her license suspended until he or she complies. Repeals the provisions that allow a driver ticketed with a traffic violation to deposit his or her driver's license in lieu of bail. Repeals certain provisions pertaining to different procedures for residents of other states who get traffic tickets in this State. HOUSE AMENDMENT NO. 1. Deletes reference to: 625 ILCS 5/6-306.3 rep. 625 ILCS 5/6-306.4 rep. Deletes everything. Amends the Illinois Vehicle Code to provide that a person ticketed for specified traffic offenses has the option of being taken before a court or executing a written promise to comply with the terms of the citation by signing a Uniform Traffic Ticket unless: (i) the person cannot furnish evidence of identity; (ii) the police officer has probable cause to believe that the person will disregard the writtn promise; or (iii) the police officer determines that the person should be required to deposit a valid driver's license or otherwise comply with the bail requirements. Provides that a person who does not comply with his or her written promise shall be subject (after specified procedures) to having his or her license suspended. FISCAL NOTE (Secretary of State) Based on an estimated workload of 200,000 cases per year, first year cost will be $1.8 million and subsequent years cost will be $1.4 million.
