   New Act                                                                     

        Creates the Mental Health Services  Community  Reinvestment  Act.      
   Provides  that whenever any appropriation, or portion thereof, for any      
   fiscal year relating to the funding  of  any  mental  health  facility      
   operated by the Department of Human Services is reduced because of the      
   closing  of any mental health facility, the reduction in the number of      
   available beds in any mental health facility, or a  reduction  in  the      
   qualifications  required  of  staff  employed  in  any  mental  health      
   facility,  those funds shall be added to the funds appropriated to the      
   Department of Human Services to be used for mental health services  in      
   the  same  community  service area as the mental health facility whose      
   funding is being reduced or eliminated.  Provides that this  provision      
   shall  not  be  circumvented  and  that,  with 2 exceptions, the total      
   amount of funds appropriated in any  fiscal  year  for  mental  health      
   services  shall  not  be reduced below the amount appropriated for the      
   previous fiscal year, adjusted for inflation.  Effective January 1  of      
   the year following the year it becomes law.                                 
        HOUSE AMENDMENT NO. 1.                                                 
        In provisions requiring funds  reduced  from  appropriations  for      
   certain  mental  health  purposes  to  be  otherwise  used in the same      
   community service area  as  the  one  in  which  funds  were  reduced,      
   provides  that the funds may also be used for a mental health facility      
   that will have responsibility for any portion of the service  area  of      
   the mental health facility whose funding is being reduced, and for the      
   Chester Mental Health Center.
