Authorizes special license plates designated as Boy Scout and Girl Scout plates. Provides for increased fees for these plates to be paid as grants to the Boy Scouts of America and the Girl Scouts of America subject to appropriation by the General Assembly and approval by the Secretary of State. Creates the Boy Scout and Girl Scout Fund as a special fund in the State treasury.
