   70 ILCS 5/2.8 new                                                           

        Amends the Airport Authorities Act.  In the case  of  an  airport      
   authority  whose  territory  is coterminous with a municipality on the      
   date the airport authority is established, provides for changes in the      
   boundaries of the airport authority's territory by operation of law so      
   that  the  airport  authority's  territory  and   the   municipality's      
   territory remain coterminous.

          HB291 will have no fiscal impact on IDOT.
