91_SB0517 LRB9103728KSpc 1 AN ACT to create the State Government Building Safety 2 Commission and amending a named Act. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 1. Short title. This Act may be cited as the 6 State Government Building Safety Commission Act. 7 Section 5. State Government Building Safety Commission. 8 (a) There is created the State Government Building 9 Safety Commission (hereinafter referred to as the Commission) 10 consisting of 2 members of the Senate appointed by the 11 President of the Senate, 1 member of the Senate appointed by 12 the Minority Leader of the Senate, 2 members of the House of 13 Representatives appointed by the Speaker of the House, 1 14 member of the House of Representatives appointed by the 15 Minority Leader of the House, the Director of State Police, 16 ex-officio, the Director of Security for the Office of the 17 Secretary of State, ex-officio, the Director of Central 18 Management Services or his or her designee, ex-officio, and 19 the Superintendent of the City of Chicago Police Department 20 or his or her designee. 21 (b) The members of the Commission shall serve without 22 compensation but shall be reimbursed for their reasonable and 23 necessary expenses from funds appropriated by the General 24 Assembly for that purpose. 25 (c) The Commission shall meet initially at the call of 26 the Director of State Police, shall select one of its members 27 as chairperson at its initial meeting, shall thereafter meet 28 at the call of the chairperson, may hold hearings in closed 29 session, and shall receive the assistance of those agencies 30 it deems appropriate. The Commission shall also consult 31 appropriate federal government agencies, if necessary, for -2- LRB9103728KSpc 1 its report. 2 (d) The Commission shall survey security procedures of 3 the 50 states at each state capitol building and other 4 primary office buildings of each state government, including 5 the staffing and training of full-time security personnel 6 employed in those buildings, and the use of metal detectors, 7 video cameras, and other screening devices. The Commission 8 shall make recommendations for implementation of increased 9 security procedures, if necessary, for the following 10 buildings: the Capitol Building, the Stratton Building, and 11 the Michael J. Howlett Building in Springfield, Illinois and 12 the James R. Thompson Center and the State of Illinois 13 Building in Chicago, Illinois. 14 The Commission shall report its findings to the Governor 15 and the General Assembly on or before December 30, 1999. The 16 report may be kept confidential at the discretion of the 17 Commission, except that the report shall be disclosed to the 18 President and Minority Leader of the Senate, the Speaker and 19 Minority Leader of the House, the Secretary of State, and the 20 Governor. The provisions of Section 3.1 of the General 21 Assembly Organization Act do not apply to the report 22 submitted under this Section. 23 Section 105. The General Assembly Organization Act is 24 amended by changing Section 3.1 as follows: 25 (25 ILCS 5/3.1) (from Ch. 63, par. 3.1) 26 Sec. 3.1. Except as otherwise provided in Section 5 of 27 the State Government Building Safety Commission Act, whenever 28 any law or resolution requires a report to the General 29 Assembly, that reporting requirement shall be satisfied by 30 filing one copy of the report with each of the following: 31 the Speaker, the Minority Leader and the Clerk of the House 32 of Representatives and the President, the Minority Leader and -3- LRB9103728KSpc 1 the Secretary of the Senate and the Legislative Research 2 Unit. Additional copies shall be filed with the State 3 Government Report Distribution Center for the General 4 Assembly as required under paragraph (t) of Section 7 of the 5 State Library Act. 6 (Source: P.A. 83-1257.) 7 Section 999. Effective date. This Act takes effect upon 8 becoming law.
