91_HR0140 LRB9106328KBkb 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to congratulate Frances G. Carroll on 4 the occasion of her retirement as Principal of the Nancy B. 5 Jefferson Alternative School in Chicago; and 6 WHEREAS, Ms. Caroll is married to Floyd E. Carroll, and 7 is the mother of Floyd and Francesca; and 8 WHEREAS, Ms. Carroll is a graduate of DuSable High 9 School, received her Bachelor of Arts degree from Roosevelt 10 University, her Masters in Education from Chicago State, and 11 her Education Doctorate from the University of Sarasota; and 12 WHEREAS, Under the leadership of Principal Carroll, the 13 school has won an Annenberg Challenge Grant and an Exemplary 14 Schools Program Award for Parent Involvement; the school has 15 hosted Minister Mzsmela, the Minister of Corrections for the 16 Republic of South Africa; and 17 WHEREAS, Ms. Carroll is the President of the Illinois 18 Council for Exceptional Children; she is a member of Region 3 19 Principal's Executive Circle, the Black Women Hall of Fame, 20 AKA Sorority, Phi Delta Kappa Sorority, NABSE, the Black 21 Child Institute, and a faculty member at the National Baptist 22 Congress of Christian Education; and 23 WHEREAS, She has received the CABBSE "Educator of the 24 Year" Award and the Principal of Excellence Award; and 25 WHEREAS, She is on the Board of Directors of Youth 26 Guidance; she is an adjunct professor at Roosevelt 27 University; Ms. Carroll also serves as Director of Christian 28 Education and General Superintendent of Sunday School of 29 Greater Bethesda Baptist Church; therefore, be it 30 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE -2- LRB9106328KBkb 1 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 2 we congratulate Frances G. Carroll on her retirement and 3 outstanding career; may she enjoy her free time and chance to 4 enjoy life; and be it further 5 RESOLVED, That a suitable copy of this resolution be 6 presented to Frances G. Carroll, along with our sincere 7 regards.
