91_HR0124 LRB9103028MWmb 1 HOUSE RESOLUTION 2 WHEREAS, This body recognizes that State law allows units 3 of local government to impose reasonable requirements 4 regarding residence, health, habits, and moral character on 5 police officers and prospective police officers; and 6 WHEREAS, Many units of local government require police 7 officers and prospective police officers to submit to 8 psychological testing; and 9 WHEREAS, There are no uniform standards in State law 10 concerning psychological testing of police officers and 11 prospective police officers; and 12 WHEREAS, If a unit of local government finds that a 13 police officer or prospective police officer is unfit for 14 service based on the results of a psychological test, that 15 officer or prospective officer does not have a right to 16 appeal the unit of local government's findings; and 17 WHEREAS, Because there are no uniform State standards 18 concerning the use of psychological tests, a police officer 19 or prospective police officer may be found fit for service in 20 one jurisdiction of this State and found unfit in another 21 jurisdiction; therefore, be it 22 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE 23 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 24 we urge the General Assembly to consider legislation to adopt 25 uniform standards for the psychological testing of police 26 officers and prospective police officers by units of local 27 government; and be it further 28 RESOLVED, that we also urge the General Assembly to 29 consider legislation to provide police officers and 30 prospective police officers with a right to appeal the 31 fitness findings of a unit of local government.
