Amend House Resolution 51, on page 3 1, by replacing lines 2 through 31 with the following: 4 "WHEREAS, The Private Sewage Disposal Licensing Act was 5 enacted in 1973 "to protect, promote and preserve the public 6 health, safety and general welfare by providing for licensing 7 of private sewage disposal contractors and the establishment 8 and enforcement of a minimum code of standards for design, 9 construction, materials, operation and maintenance of private 10 sewage disposal systems, for the transportation and disposal 11 of wastes therefrom, and for private sewage disposal 12 servicing equipment"; and 13 WHEREAS, Innovations in technology for the development 14 and use of onsite wastewater systems have changed since 1973; 15 and 16 WHEREAS, The State of Illinois has experienced 17 substantial population growth and expansion into rural areas, 18 dramatically increasing the number of onsite wastewater 19 systems in use in those areas; and 20 WHEREAS, Rural population growth has created a need for 21 more professional and innovative solutions to onsite 22 wastewater problems in the State; and -2- LRB9102069ACtmam 1 WHEREAS, Both the State and federal government lack 2 sufficient funding to properly inspect, test, and develop 3 onsite wastewater systems in a manner that protects and 4 promotes the public health, safety, and general welfare of 5 the people of the State of Illinois; therefore be it 6 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 7 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 8 there is created the Private Sewage Disposal Review 9 Commission consisting of 4 members appointed by the Speaker 10 of the House and 3 members appointed by the Minority Leader 11 of the House, all of whom shall serve without compensation 12 but shall be reimbursed for their reasonable and necessary 13 expenses from funds available for that purpose; and be it 14 further 15 RESOLVED, That the Commission shall meet initially at the 16 call of the Speaker, shall select one member as chairperson 17 at its initial meeting, shall thereafter meet at the call of 18 the chairperson, shall hold public hearings, shall receive 19 the assistance of legislative staff, and shall report its 20 findings and recommendations concerning the Private Sewage 21 Disposal Licensing Act to the House by filing copies of its 22 report with the Clerk of the House on or before January 2, 23 2001; and that upon filing its report the commission is 24 dissolved."; and 25 by deleting page 2.
