 1                    AMENDMENT TO HOUSE BILL 4266

 2        AMENDMENT NO.     .  Amend House Bill 4266 as follows:

 3    on page 2, line 6, after "federal", by inserting "and State";
 4    and

 5    on page 2, line 6, by replacing "Act" with "Acts Act"; and

 6    on page 12, line 16, by replacing "If" with "If"; and

 7    on page 12,  by  replacing  lines  17  through  23  with  the
 8    following:
 9    "in  the  judgment  of  the State Board of Education a school
10    district or community college district is failing to provide,
11    or is providing unsatisfactory or  insufficient  classes  for
12    the  instruction  or  training  of  adults  and  youths whose
13    schooling has been interrupted, pursuant to the provisions of
14    Section 10-22.20 of "The School Code,"  approved,  March  18,
15    1961,  as  amended,  The  State  Board  shall  may enter into
16    agreements"; and

17    on page 18, line 22, after "providers", by inserting ",  such
18    as  local educational agencies, community-based organizations
19    of    demonstrated    effectiveness,    volunteer    literacy
20    organizations of demonstrated effectiveness, institutions  of
21    higher  education,  public  and  private  nonprofit agencies,

 1    libraries, and public housing authorities"; and

 2    on page 21, line 24, after "providers", by inserting ",  such
 3    as  local educational agencies, community-based organizations
 4    of    demonstrated    effectiveness,    volunteer    literacy
 5    organizations of demonstrated effectiveness, institutions  of
 6    higher  education,  public  and  private  nonprofit agencies,
 7    libraries, and public housing authorities,"; and

 8    on page 21, line 25, by deleting "and"; and

 9    on page 21,  line  28,  after  "programs"  by  inserting  the
10    following:
11    ",  and  to  establish  an advisory council consisting of all
12    categories of eligible providers; agency  partners,  such  as
13    the  State  Board  of  Education,  the  Department  of  Human
14    Services,  the  Department  of  Employment  Security, and the
15    Secretary of State literacy program; and  other  stakeholders
16    to  identify,  deliberate,  and  make  recommendations to the
17    State Board on adult education policy and priorities"; and

18    on page  21,  line  34,  after  "Board.",  by  inserting  the
19    following:
20    "The   State   Board   shall   support  statewide  geographic
21    distribution;  diversity  of  eligible  providers;  and   the
22    adequacy,  stability, and predictability of funding so as not
23    to  disrupt  or  diminish,  but  rather  to  enhance,   adult
24    education by this change of administration.".
