 1                    AMENDMENT TO HOUSE BILL 2453

 2        AMENDMENT NO.     .  Amend House Bill 2453,  by  deleting
 3    everything  after  the  enacting clause and replacing in lieu
 4    thereof the following:

 5        "Section 1.  The following  named  amounts,  or  so  much
 6    thereof  as  may be necessary, respectively, for the purposes
 7    hereinafter named, are appropriated to meet the ordinary  and
 8    contingent expenses of the Department of Employment Security:

24        Section  2a.  The  amount of $100,000, or so much thereof
25    as may be necessary,  is  appropriated  from  the  Title  III
26    Social Security and Employment Service Fund to the Department
27    of   Employment   Security   for   expenses  related  to  the
28    development of training programs.

29        Section 2b.  The amount of $3,500,000, or so much thereof
30    as may be necessary,  is  appropriated  from  the  Title  III
31    Social Security and Employment Service Fund to the Department

 1    of  Employment  Security  for  expenses related to Employment
 2    Security automation.

 3        Section 2c.  The amount of $8,000,000, or so much thereof
 4    as may be necessary,  is  appropriated  from  the  Title  III
 5    Social Security and Employment Service Fund to the Department
 6    of  Employment  Security  for  expenses  related to a Benefit
 7    Information System Redefinition.

 8        Section 2d.  The amount of $2,000,000, or so much thereof
 9    as may be necessary, is appropriated  to  the  Department  of
10    Employment  Security  from  the Title III Social Security and
11    Employment Service Fund for expenses  related  to  Year  2000
12    Compliance.

13        Section 2e.  The amount of $2,000,000, or so much thereof
14    as  may  be  necessary  is  appropriated to the Department of
15    Employment  Security  from  the   Unemployment   Compensation
16    Special  Administration  Fund  for  expenses related to Legal
17    Assistance as required by law.

18        Section 2f.  The amount of $2,000,000, or so much thereof
19    as may be necessary, is appropriated  to  the  Department  of
20    Employment    Security    from    the   Employment   Security
21    Administration Fund for the purposes authorized by Public Act
22    87-1178.

23        Section  2g.  The  amount  of  $12,200,000,  or  so  much
24    thereof  as  may  be  necessary,  is  appropriated   to   the
25    Department  of  Employment  Security  from  the  Unemployment
26    Compensation Special Administration Fund for deposit into the
27    Title III Social Security and Employment Service Fund.

28        Section 2h.  The sum of $1,575,500, or so much thereof as

 1    may  be  necessary  and  remains  unexpended  at the close of
 2    business on June 30, 1999, from  reappropriations  heretofore
 3    made  for  such  purposes in Article 77, Section 2h of Public
 4    Act  90-0585,  is  reappropriated  to   the   Department   of
 5    Employment    Security    from    the   Employment   Security
 6    Administration Fund for the purposes authorized by Public Act
 7    87-1178.

 8        Section 2i.  The sum of $100,000, or so much  thereof  as
 9    may  be  necessary,  is  appropriated  from  the Unemployment
10    Compensation Special Administration Fund to the Department of
11    Employment Security for Interest on  Refunds  of  Erroneously
12    Paid Contributions, Penalties and Interest.

13        Section  3.  The sum of $8,400,000, or so much thereof as
14    may be necessary, is appropriated from  the  General  Revenue
15    Fund  to  the  Department  of Employment Security, Trust Fund
16    Unit, for unemployment compensation benefits to Former  State
17    Employees.

18        Section  3a.  The  following  named  amounts,  or so much
19    thereof  as  may  be  necessary,  are  appropriated  to   the
20    Department  of  Employment  Security,  Trust  Fund  Unit, for
21    unemployment  compensation  benefits,  other  than   benefits
22    provided  for  in  Section  3,  to  Former State Employees as
23    follows:

25      For benefits paid on the basis of wages
26       paid for insured work for the Department

16    may be necessary, is appropriated from  the  General  Revenue
17    Fund to the Department of Employment Security for the purpose
18    of   making   grants  to  community  non-profit  agencies  or
19    organizations for the operation of  a  statewide  network  of
20    outreach  services  for  veterans,  as  provided  for  in the
21    Vietnam Veterans' Act.".
