1 AN ACT to create the Adult Day Health Care Licensing Act.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5 Adult Day Health Care Licensing Act.
6 Section 5. Purpose. The General Assembly finds that
7 adult day health care in the State of Illinois affects the
8 public health, welfare, and safety and its regulation and
9 control to be in the public interest. It is further found
10 that organized day programs of therapeutic, social, and
11 health activities and services to elderly persons with
12 physical or mental impairments will make possible a
13 transition from a health facility or home health program to
14 personal independence and provide an option to
15 institutionalization in a long-term health care facility. It
16 is further found that, as a matter of public policy in the
17 public interest, adult day health care facilities, as defined
18 in this Act, merit and receive the understanding and
19 confidence of the public and that only qualified facilities
20 be permitted to operate in the State of Illinois
