91_HB1525 LRB9102626NTsb 1 AN ACT to amend the School Code by adding Section 2 2-3.126. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by adding Section 6 2-3.126 as follows: 7 (105 ILCS 5/2-3.126 new) 8 Sec. 2-3.126. Program to hire new teachers. The goal of 9 this Section is to hire 10,000 new teachers in the public 10 schools of this State by the end of fiscal year 2002. The 11 State Board of Education shall establish and implement a 12 3-year funding program, beginning with fiscal year 2000, to 13 enable school districts to hire new teachers. Funds 14 appropriated for this program for fiscal year 2000 shall be 15 allocated as follows: 16 (1) $50,000,000 in federal money the State is to 17 receive in fiscal year 2000 for class size reduction 18 shall be distributed as grants to school districts to 19 reduce class size to 18 or fewer students in grades 20 kindergarten through 3, utilizing poverty guidelines. 21 (2) $50,000,000 in State revenue shall be 22 distributed as grants to school districts to complete the 23 class size reduction described under subdivision (1) of 24 this Section. Any remaining funds under this subdivision 25 (2) shall be allocated to other school districts, without 26 utilizing poverty guidelines, to reduce class sizes in 27 grades kindergarten through 3. If these remaining funds 28 are not sufficient to reduce class size to 18 or fewer 29 students in grades kindergarten through 3 in all school 30 districts in this State, the remaining funds shall be 31 distributed first to school districts on the basis of a -2- LRB9102626NTsb 1 school's placement on the State Board of Education's 2 academic watch list and then to school districts based on 3 their students' overall performance on Illinois Goals and 4 Assessment Program (IGAP) tests under Section 2-3.64 of 5 this Code. 6 (3) $50,000,000 in State revenue shall be 7 distributed as grants to school districts that have not 8 received any funding under subdivisions (1) and (2) of 9 this Section so that these school districts shall each 10 receive sufficient funds to hire one new teacher. 11 (4) After all of the school districts in this State 12 have received either class size reduction funding under 13 subdivision (1) or (2) of this Section or funds 14 sufficient to hire one new teacher under subdivision (3) 15 of this Section, any remaining funds under this Section 16 shall be distributed as grants to school districts on a 17 per student basis. 18 The State Board may adopt any rules necessary to carry 19 out its responsibilities under this Section. 20 Section 99. Effective date. This Act takes effect July 21 1, 1999.
