 1                    AMENDMENT TO HOUSE BILL 1105

 2        AMENDMENT NO.     .  Amend House Bill 1105  by  replacing
 3    the title with the following:
 4        "AN ACT concerning urban development."; and

 5    by  replacing  everything  after the enacting clause with the
 6    following:

 7        "Section 1.  Short title.  This Act may be cited  as  the
 8    Katherine  Dunham Centers for the Arts and Humanities Academy
 9    District Act.

10        Section 5.  Creation of district.  The  Katherine  Dunham
11    Centers   for  the  Arts  and  Humanities  Academy  District,
12    hereinafter called the  District,  is  hereby  created.   The
13    territory  of  the  District  shall consist of the contiguous
14    territory within the boundaries of  St.  Clair  County.   The
15    District   is   created   to  operate  educational  resources
16    facilities to promote research and training in the  arts  and
17    humanities.

18        Section  10.  Katherine  Dunham  Centers for the Arts and
19    Humanities  Academy  District  Commission.  There  is  hereby
20    created a body politic and corporate under the corporate name

 1    of the Katherine Dunham Centers for the Arts  and  Humanities
 2    Academy   District   Commission,   hereinafter   called   the
 3    Commission,  whose  general purpose in addition to and not in
 4    limitation of those purposes and powers set  forth  in  other
 5    Sections of this Act shall be to:
 6             (1)  maintain   the   proper  surroundings  for  (i)
 7        academic  centers  of  excellence   in   the   arts   and
 8        humanities,   (ii)   training  and  continuing  education
 9        facilities for teachers,  students,  administrators,  and
10        other   educators,   (iii)   arts   based   communication
11        techniques  for  people  of  diverse  cultures,  and (iv)
12        research and related educational resource  facilities  as
13        permitted under this Act; and
14             (2)  provide  for the orderly creation and expansion
15        of  (i)  a  multi-arts  training  program,   (ii)   other
16        ancillary  or related facilities which the Commission may
17        from time to time determine are established and  operated
18        for  any  aspect  of the carrying out of the Commission's
19        purposes as set forth in this Act, or are established and
20        operated to promote educational research and knowledge as
21        permitted  under  this  Act,  and  (iii)   research   and
22        intercultural  communication  and  equipment and personal
23        property therefor.
24        The  local  board  of  directors  of  the  Department  of
25    Commerce and Community Affairs' Office  of  Urban  Assistance
26    shall assist the District in implementing this project.

27        Section  100.  The  Civil Administrative Code of Illinois
28    is amended by changing Section  46.19c  and  adding  Sections
29    46.70, 46.71, and 46.72 as follows:

30        (20 ILCS 605/46.19c) (from Ch. 127, par. 46.19c)
31        Sec. 46.19c.  The Department shall provide for, staff and
32    administer an Office of Urban Assistance which shall plan and

 1    coordinate  existing  State  programs  designed  to  aid  and
 2    stimulate  the  economic  growth  of  depressed  urban areas.
 3    Among other duties assigned by  the  Department,  the  Office
 4    shall have the following duties:
 5        (a)  To  coordinate the activities of the following units
 6    and programs of the  Department  of  Commerce  and  Community
 7    Affairs  and  all other present and future units and programs
 8    of the Department which impact depressed urban areas  to  the
 9    extent that they impact upon or concern urban economics:
10        (1)  Enterprise Zone Program;
11        (2)  Small Business Development Center Program;
12        (3)  Program which assist in the development of community
13    infrastructure;
14        (4)  Illinois House Energy Assistance Program;
15        (5)  Illinois Home Weatherization Assistance Program;
16        (6)  Programs  financed  with  Community  Services  Block
17    Grant funds;
18        (7)  Industrial Training Program;
19        (8)  Technology Transfer and Innovation Program;
20        (9)  Rental Rehabilitation Program;
21        (10)  Displaced Homemaker Program; and
22        (11)  Programs under the federal Job Training Partnership
23    Act.
24        The   office   shall   convene   quarterly   meetings  of
25    representatives who  are  designated  by  the  Department  to
26    represent  the  units  and  programs listed in paragraphs (1)
27    through (11).
28        (b)  To  gather  information  concerning  any  State   or
29    federal  program  which  is  designed to revitalize or assist
30    depressed urban areas  in  the  State  and  to  provide  this
31    information to public and private entities upon request.
32        (c)  To promote and assist in developing urban inner city
33    industrial parks.
34        (d)  To  promote  economic  parity  and  the  autonomy of

 1    citizens of this State through promoting  and  assisting  the
 2    development  of  urban  inner city small business development
 3    centers, urban youth unemployment  projects,  small  business
 4    incubators,   family  resource  centers,  urban  developments
 5    banks;  self  managed  urban  businesses,  plans  for   urban
 6    infrastructure projects over the next 25 years.
 7        (e)  To  recommend  economic policies for urban areas and
 8    planning models that will result in the reconstruction of the
 9    economy of urban areas, especially those  urban  areas  where
10    economically  and  socially disadvantaged people live, to the
11    General Assembly and the Governor.
12        (f)  To make recommendations to the General Assembly  and
13    the Governor on the establishment of urban economic policy in
14    the  areas of (1) housing, (2) scientific research, (3) urban
15    youth  unemployment,  (4)  business  incubators  and   family
16    resource  centers  in urban inner cities, and (5) alternative
17    energy resource development, and the need thereof,  in  urban
18    areas as part of the department's five year plan for Economic
19    Development.
20        (g)  To make any rules and regulations necessary to carry
21    out its responsibilities under this Act.
22        (h)  To encourage new industrial enterprises to locate in
23    urban  areas  through  educational promotions which point out
24    the opportunities of  any  such  area  as  a  commercial  and
25    industrial  field  of opportunity, and by the solicitation of
26    industrial enterprises; and to do such other acts  as  shall,
27    in  the  judgment  of  the Office, be necessary and proper in
28    fostering  and  promoting  the  industrial  development   and
29    economic  welfare of any urban area, however the Office shall
30    have no power to require reports  from  or  to  regulate  any
31    business.
32        (i)  To  accept  grants, loans or appropriations from the
33    Federal  government  or  the  State,   or   any   agency   or
34    instrumentality   thereof,  to  be  used  for  the  operating

 1    expenses of the Office, or for any purposes  of  the  Office,
 2    including  the making of direct loans or grants of such funds
 3    for public, private,  experimental  or  cooperative  housing,
 4    scientific research, urban inner city industrial parks, urban
 5    youth   employment   projects,   business  incubators,  urban
 6    infrastructure  development,  alternative   energy   resource
 7    development  community  facilities  needed in urban areas and
 8    any other purpose related  to  the  revitalization  of  urban
 9    areas.
10        (j)  To  establish within each local branch of the Office
11    a local board of directors to act as an advisory board to the
12    Department.  Each local board of directors shall consist of 9
13    members appointed by the Director of  the  Department.   Five
14    members of the local board of directors shall be from private
15    industry   and  4  members  shall  be  from  community  based
16    organizations and community leadership.

18        (20 ILCS 605/46.70 new)
19        Sec. 46.70.  Mary Brown Community Center renovation.  The
20    Department shall  make grants to the City of East  St.  Louis
21    to  renovate  the  Mary  Brown  Community  Center in East St.
22    Louis, Illinois.  The local board of directors of the  Office
23    of  Urban Assistance shall assist the Department and the City
24    in implementing this project.

26        Sec. 46.71.  Parks College redevelopment.  The Department
27    shall make grants to the  Cahokia  Development  Authority  to
28    purchase  and  redevelop  the  Parks College site in Cahokia,
29    Illinois.  The local board of  directors  of  the  Office  of
30    Urban  Assistance shall assist the Department and the Cahokia
31    Development Authority in implementing this project.

 1        (20 ILCS 605/46.72 new)
 2        Sec. 46.72.  O'Neill Lumber Company  redevelopment.   The
 3    Department  shall  make  grants  to  the East St. Louis Small
 4    Business Development Center, Inc. to  redevelop  the  O'Neill
 5    Lumber  Company  site in East St. Louis, Illinois.  The local
 6    board of directors of the Office of  Urban  Assistance  shall
 7    assist  the  Department and the East St. Louis Small Business
 8    Development Center, Inc. in implementing this project.

 9        Section 999.  Effective date.  This Act takes effect upon
10    becoming law.".
