 1                     AMENDMENT TO HOUSE BILL 287

 2        AMENDMENT NO.     .  Amend House Bill  287  by  replacing
 3    the title with the following:
 4        "AN  ACT  to  amend  the  Public  Utilities Act by adding
 5    Section 13-301.5."; and

 6    by replacing everything after the enacting  clause  with  the
 7    following:
 8        "Section  5.  The  Public  Utilities  Act  is  amended by
 9    adding Section 13-301.5 as follows:

10        (220 ILCS 5/13-301.5 new)
11        Sec.   13-301.5.  Affordable   Rural   Telecommunications
12    Service Program Design Group.
13        (a)  The  Affordable  Rural  Telecommunications   Service
14    Program  Design  Group  is  established to advise the General
15    Assembly and to investigate the necessity and feasibility  of
16    creating   a  fund  from  which  telecommunications  carriers
17    offering  or  providing  local  exchange   telecommunications
18    service may receive compensation to mitigate the price impact
19    on  customers  resulting  from  the  high  or  rising cost of
20    providing that  service.   The  Program  Design  Group  shall
21    report  its  findings  and  recommendations  to  the  General
22    Assembly by January 1, 2001.

 1        (b)  The  Governor  shall  appoint  the chairperson and 6
 2    additional members of the Affordable Rural Telecommunications
 3    Service Program Design Group.  The members appointed  by  the
 4    Governor  shall  include  a  representative  of  the Illinois
 5    Commerce Commission and representatives of telecommunications
 6    carriers.
 7        (c)  The Program  Design  Group  shall  gather  pertinent
 8    economic information and formulate recommendations consistent
 9    with  the  policies  established in subsection (a) of Section
10    13-102 and subsection (a) of Section 13-103.

11        Section 99.  Effective date.  This Act takes effect  upon
12    becoming law.".
