Provides that any person who has been awarded State contracts of $5,000 or more, who has submitted bids for contracts of $5,000 or more, or who has in the aggregate received contracts or submitted bids for contracts of $5,000 or more in any fiscal year shall file a report with the Office of the Comptroller listing certain contributions made to candidates for and holders of the offices of Governor, Lieutenant Governor, Secretary of State, Attorney General, Comptroller, Treasurer, State Senator, and State Representative.
