Synopsis of Bill as introduced:
        Amends  the  General   Obligation   Bond   Act.    Decreases   to      
   $10,334,908,391  (now  $10,334,908,392)  the  total  amount  of  bonds      
   authorized under the Act.  Effective July 1, 1998.                          
          STATE DEBT IMPACT NOTE                                               
          SB1812 would have no impact on the level of State indebtedness.
