Synopsis of Bill as introduced:
        Amends the Code of Civil Procedure.   Provides  the  Southwestern      
   Illinois  Development  Authority  with quick-take eminent domain power      
   for a period of  48  months  (now  24  months)  after  May  24,  1996.      
   Effective immediately.
