Provides that the record of the proceedings of the corporate authorities shall be made available for public inspection within 7 (now 10) days after being approved or accepted by the corporate authorities. Provides for notice of a code hearing to the defendant. Provides that hearing officers may direct witnesses to appear and to give testimony at hearings. Sets out procedures for hearings. Sets out qualifications for hearing officers. Provides for review of the findings, decisions, and order of the hearing officer under the Administrative Review Law. Provides for the enforcement of the hearing officer's judgment. Provides that a municipality may apply to the Department of Commerce and Community Affairs for grants to help defray the cost of establishing and maintaining a code hearing department. HOUSE AMENDMENT NO. 2. Adds reference to: 55 ILCS 5/6-1001 from Ch. 34, par. 6-1001 Amends the Counties Code in the Section concerning annual budgets. Provides that balances remaining after the close of the fiscal year shall be available to pay certain obligations until 30 days after the close of the fiscal year in counties with a population of less than 100,000, and until 90 days after the close of the fiscal year in counties with a population of more than 100,000 but less than 3,000,000 inhabitants (now until 30 days after the close of the fiscal year in counties with a population of less than 100,000, and until 90 days after the close of the fiscal year in counties with a population of more than 100,000 but less than 3,000,000 inhabitants and contiguous to any county with a metropolitan area with more than 1,000,000 inhabitants).
