Creates the Trademark Registration and Protection Act. Establishes procedures for the registration of trademarks and servicemarks with the Secretary of State. Provides that registration shall be effective for 5 years and may be renewed for successive 5 year periods. Authorizes civil actions for infringement. Amends the Registered Container Trade Mark Act to change a cross reference to refer to the new Act. Effective January 1, 1998. SENATE AMENDMENT NO. 1. Makes changes in the standards for determining whether a registrant of a trademark is entitled to recover profits or damages from an infringer.
