Synopsis of Bill as introduced:
        Amends the  Illinois  Vehicle  Code.   Requires  second  division      
   vehicles  with  an  open  load of dirt, aggregate, garbage, refuse, or      
   other similar materials to secure loads  with  a  tarpaulin  or  other      
   covering sufficient to prevent spillage of the material.
