Provides that complete restitution shall be paid by the defendant in as short a time as possible. Provides that when the court considers modification or revocation of restitution, there is a rebuttable presumption that the facts and circumstances considered by the court at the hearing at which restitution was ordered or modified regarding the offender's ability or willingness to pay restitution have not materially changed. JUDICIAL NOTE There may be an increase in judicial workloads; it is not pos- sible to determine impact on the number of judges needed. STATE MANDATES FISCAL NOTE (DCCA) SB789 fails to create a State mandate. FISCAL NOTE (Dpt. of Corrections) There will be no fiscal or prison population impact on DOC. Amends the Child Care Act of 1969. Permits the Department of Children and Family Services to establish standards for licensing secure child care facilities. Defines "secure child care facility".
