Synopsis of Bill as introduced:
        Amends the Counties Code.  Provides that the county board has the      
   power to regulate poles,  towers,  wires,  cables,  conduits,  vaults,      
   laterals,  or  other  similar distributory equipment for a competitive      
   telecommunications service.
