House Sponsors: MOFFITT-NOVAK-WOOD-SMITH,MICHAEL-MYERS Short description: LOW-LEVEL RADIOACTV WST-SITING Synopsis of Bill as introduced: Amends the Illinois Low-Level Radioactive Waste Management Act to allow the governing authority of a county, city, village, or incorporated town to reject a site identified by the Illinois State Geological and Water Surveys as a potential regional low-level radioactive waste disposal facility site if all or a portion of the site is located within the boundaries of the county, city, village, or incorporated town. Effective immediately. SENATE AMENDMENT NO. 1. Replaces everything after the enacting clause to make a technical change. Removes effective date. FISCAL NOTE, AMENDED (Dept. of Nuclear Safety) The current balance in the Post-Closure and Compensation Fund is $4.5 million. Deletes obsolete language and makes technical changes. Effective immediately. HOUSE AMENDMENT NO. 1. Further amends the Illinois Low-Level Radioactive Waste Management Act to provide that an identical vote by 5 members of the Low-Level Radioactive Waste Task Group shall constitute a majority vote. Deletes the requirement that the State Geological and Water Surveys identify 10 locations, each of at least 640 acres, that meet the criteria for selection of a site for a regional disposal facility. Requires the Surveys, before September 30, 1997, to complete a Statewide screening of Illinois in view of the criteria and to evaluate certain lands volunteered as a site for a regional disposal facility. Provides that upon completion of the screening and volunteer site evaluation process, the Director of the Department of Natural Resources shall be replaced on the Task Group by an appointee of the Governor. Requires the Department of Nuclear Safety to hold 3 public hearings before preparing its report concerning regional disposal facilities.
