Contains a short title only. SENATE AMENDMENT NO. 1. Deletes reference to: New Act Adds reference to: 15 ILCS 20/38 from Ch. 127, par. 38 Deletes everything. Amends the Civil Administrative Code of Illinois to specify the manner of calculating the State revenue and expenditure estimates that must be included in the Governor's annual State budget proposal. Effective immediately. FISCAL NOTE, AMENDED (Bureau of the Budget) If the Governor is required to present a balanced budget, revenues would have to be raised or spending reduced by $951 million. If the requirement is for an annual presentation only, there would be minimal or no cost associated with the bill. FISCAL NOTE (Comptroller) SB76 has no fiscal impact; neither causing expenditure of State funds, nor increasing or decreasing State revenues. HOUSE AMENDMENT NO. 1. Deletes all new provisions. Provides that the Governor shall not propose expenditures and the General Assembly shall not enact appropriations that exceed the resources estimated to be available. Provides that the State budget for certain funds shall be prepared on the basis of revenue and expenditure measurement concepts that are in concert with generally accepted accounting principles for governments. Specifies the manner of calculating revenue and expenditure estimates. Provides that by March 15 of each year, the Economic and Fiscal Commission shall prepare revenue and fund transfer estimates and report those estimates to the Governor and the General Assembly.
