House Sponsors: HASSERT-NOVAK. Senate Sponsors: BURZYNSKI Short description: NUCLEAR SAFETY-FEES Synopsis of Bill as introduced: Amends the Illinois Nuclear Safety Preparedness Act. Increases certain operating fees. Imposes fees upon a nuclear power reactor that notifies the Nuclear Regulatory Commission that the nuclear power reactor has permanently ceased operations during State fiscal year 1998 or 1999. Increases certain fees for the transportation of spent nuclear fuel or high-level radioactive waste. Assesses the same fees upon the transportation of transuranic waste. Provides that those fees shall be paid by the shipper rather than the owners of the facilities. Provides that moneys in the Nuclear Safety Emergency Preparedness Fund may be used to support activities of the Illinois State Police and the Illinois Commerce Commission to develop and implement a plan for inspecting and escorting all shipments of spent nuclear fuel, high-level radioactive waste, and transuranic waste. Amends the Illinois Low-Level Radioactive Waste Management Act. Provides that the owner of any nuclear power reactor that has an operating license for any portion of State fiscal year 1998 shall continue to pay an annual fee for the treatment, storage, and disposal of low-level radioactive waste through State fiscal year 2003. Effective immediately. FISCAL NOTE (Dept. of Nuclear Safety) The bill increases the fees per nuclear power reactor paid annually to the Dept. of Nuclear Safety. The annual fee would increase by $249,455 per reactor in FY2001, by $231,636 in FY2002 and by $212,727 in FY2003 and subsequent years. With the announced closing of the Zion Nuclear Power Station's two reactors, net revenues will decline by $150,000 in FY2001, $450,000 in FY2002 and $750,000 in FY2003 and subsequent years, even with this rate increase. The bill also increases the fees assessed to shippers of spent nuclear fuel, high-level radioactive waste or transuranic waste through or within the State. The fee for each truck shipment will increase to $2,500. The current fee is $1,000. The fee for the first cask on a train shipment will be $4,500, with addi- tional casks assessed at $3,000. The current fee is $2,000 per cask. Fewer than ten shipments were made during each of the past two fiscal years. No fees are increased or costs are added for the Low-Level Ra- dioactive Waste Mangement Act. Any nuclear power reactor having an operating license during any portion of State fiscal year 1998 must continue to pay annual fees due for all State fiscal years through 2003.
