Provides that committing an offense against a person under 18 years of age or that person's property is a factor for the court to consider as a reason to impose a more severe sentence. Also provides that a defendant convicted of a felony committed against a person under 18 (now under 12) years of age or that person's property may be sentenced to an extended term sentence.
