Synopsis of Bill as introduced:
        Amends the State Finance Act and the  Illinois  Income  Tax  Act.      
   Creates a tax checkoff for the Illinois River Restoration Fund. Amends      
   the  Civil  Administrative Code of Illinois to require the  Department      
   of Natural  Resources  to  use  moneys  deposited  into  the  Fund  to      
   investigate dedicated sources for local soil erosion and water quality      
   initiatives.
