Establishes a pilot program in Cook, DuPage, and Kane Counties for certain juvenile offenders who have been released from facilities of the Juvenile Division of the Department of Corrections. Establishes programs designed to reintegrate the offenders into the community. Provides that the participants in the pilot program shall have access to needs assessment, case management, secure care, therapeutic treatment, drug rehabilitation programs, transitional programs to independent living, substitute care, and housing alternatives.
