Adds community service as a component of the education, training, and employment program for AFDC recipients. Provides that a recipient whose youngest child is age 13 or older may be required to perform at least 20 hours of community service per week. Requires priority for community service placements in public schools. FISCAL NOTE (Dept. of Public Aid) HB 447 does not have a fiscal impact on the Department. HOUSE AMENDMENT NO. 1. Adds reference to: 305 ILCS 5/6-1.2 Amends the General Assistance Article of the Illinois Public Aid Code. Provides that a refund or payment of the federal Earned Income Tax Credit shall not affect an individual's eligibility.
