Provides for the regulation of dental managed care plans by the Director of Insurance. Establishes requirements for disclosure to enrollees. Establishes credentialing and utilization review standards. Requires plans to include a point-of-service option. Provides that the Director of Insurance shall issue an annual report on the performance of managed care entities.
