Adds definition of "health care payer"; provides that a health care payer is not civilly or criminally liable by reason of a refusal to pay or arrange for payment of any particular form of health care services that violate the payer's conscience as documented in its ethical guidelines or other governing documents. Prohibits discrimination against a health care payer in matters of licensing and other privileges and prohibits denial of grants or benefits to a health care payer for similar reasons. Makes other changes. SENATE AMENDMENT NO. 1. Deletes pharmacists from list of persons included in definition of "health care personnel". Makes a technical change.
