Provides that if a person has been adjudged mentally incompetent by a court with jurisdiction to decide that person's mental capacity and if that person has not been restored to mental competency as a matter of record, then that person shall lose the right to vote, which right shall be restored after the person has been restored to mental competency as a matter of record. Effective upon approval by electors.
