Provides that new public water supplies shall demonstrate technical, financial, and managerial capacity and capability as a condition for issuance of a construction or operating permit. Removes uncontaminated soil that is not commingled with any general construction or demolition debris or other waste from the definition of "general construction or demolition debris". Replaces "dirt and sand" with "soil" and removes soil that is not commingled with any clean construction or demolition debris or other waste from the definition of "clean construction or demolition debris". Amends the Illinois Chemical Safety Act.
