Provides that the Director of Employment Security can make a determination on his or her own initiative that an employing unit has ceased to be an employer. Makes changes in the manner in which an unemployed individual reports to the Department of Employment Security where the individual has sought work. Deletes language in provisions regarding determining an employer's contribution rates that requires an employer to report when the employer succeeds to substantially all of the employing enterprises of another employing unit or face a penalty. Makes changes in provisions pertaining to the authority of the Department to disregard amounts payable by employers and credit balances owing to employers when the amounts are less than $2. Makes other changes.
