Provides that a facility or person licensed under any of those Acts who retaliates against a person because of a complaint or testimony of suspected maltreatment shall be liable for damages and attorney's fees. Provides that there is a rebuttable presumption that certain adverse actions, when taken within 90 days of a report, are retaliatory. Effective immediately.
