90_SR0281 SRS90SR0030GHbm 1 SENATE RESOLUTION 2 WHEREAS, Members of the Illinois Senate were saddened to 3 learn of the passing of our dear colleague, Senator Marty 4 Butler, on December 1, 1998; and 5 WHEREAS, Senator Butler served the people of the 28th 6 District since 1991; and 7 WHEREAS, Senator Butler overwhelmingly won re-election 8 this November with 60 percent of the vote for another 9 four-year term; and 10 WHEREAS, A dedicated leader, Butler fought hard to hold 11 the line on taxes, to improve state finances, and to raise 12 the quality of education in our schools; and 13 WHEREAS, He fought to make funding more equitable and to 14 hold schools accountable for how they spend tax dollars; and 15 WHEREAS, Senator Butler also worked hard for Chicago 16 school reform to make sure tax dollars weren't wasted; and 17 WHEREAS, A fiscal conservative, Senator Butler pushed to 18 hold the line on taxes and was instrumental in passing laws 19 to cap property taxes in Cook County and to ban unfunded 20 mandates on local governments; and 21 WHEREAS, Senator Butler also ensured the voices of 22 suburban residents were heard above the noise of Chicago's 23 O'Hare Airport by making it a priority to prevent noise and 24 air pollution from getting any worse; and 25 WHEREAS, He most recently called for hearings and 26 introduced legislation to investigate any health 27 repercussions of jet plane emissions near O'Hare; and 28 WHEREAS, Senator Butler also believed that government 29 should be smaller, less expensive and less intrusive; and -2- SRS90SR0030GHbm 1 WHEREAS, Senator Butler served as Chairman of the Senate 2 Local Government and Elections Committee, as a member of the 3 Senate Education and Financial Institutions Committees and 4 previously as Chairman of the Senate Committee on Commerce 5 and Industry; and 6 WHEREAS, Active in local politics, Senator Butler served 7 as mayor of Park Ridge from 1973-1991 and as a Park Ridge 8 Alderman from 1967-1971; and 9 WHEREAS, Senator Butler used his practical experience as 10 mayor and alderman to become a champion for local 11 governments; and 12 WHEREAS, He also served as Deputy Chairman of the Cook 13 County Suburban Republicans, was on the Cook County Central 14 Committee, and was the Maine Township Republican 15 Committeeman; and 16 WHEREAS, Senator Butler also served as the Northwest 17 Municipal Conference President, on the Illinois Municipal 18 League Board of Directors, and as Chairman of the Suburban 19 O'Hare Commission and Vice-chairman of the O'Hare Advisory 20 Committee; and 21 WHEREAS, A United States Air Force veteran of World War 22 II, Marty Butler also served as President of Distributors 23 Institute since 1979, a market research firm specializing in 24 the automotive parts industry; and 25 WHEREAS, He was also Assistant to the President of Everco 26 Industries of Lincolnwood (1973-1979), Vice President and 27 Division General Manager of Imperial-Eastman Corporation of 28 Niles (1953-1973) and Co-founder and former member of the 29 Board of Directors of the All American Bank of Chicago; and 30 WHEREAS, Senator Butler was born April 18, 1924; and -3- SRS90SR0030GHbm 1 WHEREAS, In his eight years in Springfield Senator Butler 2 made many friends and always had a smile and a kind word for 3 everyone; and 4 WHEREAS, His integrity, honesty and leadership set an 5 example for everyone who knew him; and 6 WHEREAS, Senator Butler was known for his cheery 7 disposition and tendency to spontaneously burst into song; 8 and 9 WHEREAS, He was a wonderful family man who loved and 10 appreciated the outdoors; and 11 WHEREAS, Everybody just liked him; therefore be it 12 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 13 OF THE STATE OF ILLINOIS, That we do hereby offer our 14 condolences and sincere expressions of sympathy to the family 15 of Marty Butler on his passing; and be it further 16 RESOLVED, That we celebrate the life of Marty and count 17 among our blessings the opportunity to have known and worked 18 with him; and be it further 19 RESOLVED, That we hold our memories of Marty Butler close 20 to our hearts and minds as we reflect upon his life; and be 21 it further 22 RESOLVED, That we lift up Marty Butler as a dedicated 23 public servant and a true gentleman; and be it further 24 RESOLVED, That a suitable copy of this preamble and 25 resolution be presented to Marty's wife, Gerry and their 26 children Jill and Heidi, and grandchildren Amy, Craig, Eric 27 and Lisa.
