1 SENATE RESOLUTION
2 WHEREAS, The Senate is grateful to those members who have
3 devoted their energy and talent for the betterment of this
4 body and the well being of the people of the State of
5 Illinois; and
6 WHEREAS, Howard W. Carroll was elected to the Illinois
7 Senate in the 78th General Assembly and has served this body
8 with distinction throughout his twenty-six years of tenure
9 with this body; and
10 WHEREAS, In 1977 Senator Carroll began his service as
11 Chairman of the Appropriations I Committee, a position he
12 held for sixteen years and where he employed his many talents
13 to modify the State's budget to best assist the needs of the
14 people of the State of Illinois; and
15 WHEREAS, Senator Carroll has also served on the
16 Committees on Financial Institutions, Executive Appointments,
17 the Legislative Information System Commission, State
18 Employees Suggestion Award Board, the State-Federal Assembly
19 Federal Budget and Taxation Committee, the Illinois
20 Comprehensive Health Insurance Board, and numerous other
21 boards and commissions; and
22 WHEREAS, Senator Carroll has authored numerous laws which
23 have enhanced the quality of life for the people of the State
24 of Illinois, including the Illinois Health Care Plan, the
25 Illinois Health Care Cost Containment Act, the Comprehensive
26 Health Insurance Plan Act, the Crime Victims Compensation
27 Act, the Asbestos Removal Act, the Battered Spouse Protection
28 Act, the Franchise Disclosure Act, the Enterprise Zone Act,
29 the Hate Crime Reporting Act, and the Nursing Home Reform
30 Act; and
31 WHEREAS, In 1993 Senator Carroll began his service as

1 Assistant Minority Leader, a position he has held through the
2 90th General Assembly; and
3 WHEREAS, Senator Carroll has been an active participant
4 in the Democratic Party, serving as the Committeeman for the
5 50th Ward Democratic Organization, Treasurer and Finance
6 Chairman of the Chicago and Cook County Democratic Central
7 Committee, a member of the Democratic State Platform
8 Committee, and numerous other Party activities to which his
9 contributions have greatly assisted in the success and
10 viability of the Democratic Party in the State of Illinois;
11 and
12 WHEREAS, Throughout the past twenty-six years, Senator
13 Howard W. Carroll has enlightened the Senate with his
14 considerable acumen regarding the issues that confront the
15 Senate and he will be long remembered for his versatile wit,
16 that has brought humor and a sense of perspective to the
17 business of the body; therefore, be it
18 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
19 OF THE STATE OF ILLINOIS, that we offer our best wishes to
20 Senator Howard W. Carroll upon his retirement from the
21 Illinois Senate; we offer our hope for a rewarding future
22 with his wife, Eda, and his daughters, Jackie and Barbara;
23 and be it further
24 RESOLVED, That a suitable copy of this preamble and
25 resolution be presented to Senator Howard W. Carroll as a
26 measure of our esteem and respect for our colleague and
27 friend.
