90_SR0141enr 90SR0141 Enrolled 1 STATE OF ILLINOIS 2 NINETIETH GENERAL ASSEMBLY 3 SENATE 4 Senate Resolution No. 141 5 Offered by Senators Klemm and Fawell, 6 and Senator Philip, President of the Senate 7 WHEREAS, The Illinois Department of Transportation claims 8 that there is a backlog of 17% of State roads, approximately 9 2,600 miles, in need of repair; and 10 WHEREAS, Governor Edgar has called upon the General 11 Assembly to increase the State's Motor Fuel Tax by 20% and 12 motor vehicle registration fees by 35%; therefore, be it 13 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 14 OF THE STATE OF ILLINOIS, that there is created the Highway 15 Improvement Task Force consisting of 7 members of the Senate 16 with 3 members and the chairperson appointed by the President 17 of the Senate and 3 members appointed by the Minority Leader 18 of the Senate; all of whom shall serve without compensation 19 but shall be reimbursed for their reasonable and necessary 20 expenses from funds appropriated for that purpose; and be it 21 further 22 RESOLVED, That the task force shall study various issues 23 relating to the collection, disbursement, and use of motor 24 fuel tax and motor vehicle registration dollars, and that the 25 task force shall examine, among other issues it chooses to 26 investigate, the following: 27 (1) The comparative ranking of Illinois among the 28 states regarding motor fuel tax rates and motor vehicle 29 registration fees. 30 (2) The costs of road construction and maintenance. 31 (3) If State environmental or procurement laws or 32 administrative rules in any way add to construction and 33 maintenance costs. 34 (4) Whether or not statutory and regulatory 90SR0141 Enrolled -2- 1 guidelines need to be changed to enhance competitive 2 bidding among contractors. 3 (5) The possibility of requiring highway 4 contractors to warranty their work and the need for 5 enhanced oversight of State contractors. 6 (6) The impact of higher motor fuel taxes on 7 gasoline and diesel fuel purchases and commerce in 8 Illinois. 9 (7) The effectiveness of the current system in the 10 collection of motor fuel tax dollars from interstate 11 carriers. 12 (8) Whether or not the reauthorization of the 13 federal highway and mass transit programs will mean 14 additional federal funds coming to Illinois. 15 (9) The impact of continuing diversions at the 16 State and federal level of highway-related fees to pay 17 for non-highway-related programs and the extent to which 18 local governments use the proceeds of federal, State, and 19 local taxes on motor fuel for non-highway related 20 purposes. 21 (10) Assess and examine the need for the funding of 22 mass transit operations and capital improvements in major 23 metropolitan areas and downstate communities. 24 and be it further 25 RESOLVED, That the task force shall meet at the call of 26 the chairperson, shall hold public hearings, shall receive 27 the assistance of legislative staff, may employ skilled 28 experts with the approval of the Senate President, and shall 29 report its findings and recommendations concerning the 30 various issues relating to motor fuel taxes and motor vehicle 31 registration fees to the Senate by filing a copy of its 32 report with the Secretary of the Senate on or before December 33 1, 1998; and that upon filing its report the task force is 34 dissolved. 90SR0141 Enrolled -3- 1 Adopted by the Senate, February 19, 1998. 2 _______________________ 3 President of the Senate 4 _______________________ 5 Secretary of the Senate
