90_SR0072 LRB9005706KBkb 1 SENATE RESOLUTION 2 WHEREAS, The State of Illinois is engaged in a lawsuit 3 against the tobacco industry to recover some of the costs 4 borne by taxpayers in treating smoking-related illnesses and 5 has requested damages be awarded to the State of Illinois; 6 and 7 WHEREAS, It is critically important to find ways to help 8 beneficiaries of publicly-financed health care programs; and 9 WHEREAS, The United States Agency for Health Care Policy 10 and Research, in collaboration with the United States Centers 11 for Disease Control and Prevention, has developed smoking 12 cessation guidelines which include a finding that "nicotine 13 replacement therapy, clinician-delivered social support, and 14 skills training are particularly effective components of 15 smoking cessation treatment"; and 16 WHEREAS, Nicotine replacement therapy is not currently 17 covered by this State's Medicaid program; therefore, be it 18 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 19 OF THE STATE OF ILLINOIS, that the Illinois Department of 20 Public Aid should develop a recommendation for using a 21 portion of the proceeds derived from lawsuits and litigation 22 against the tobacco industry to pay for smoking cessation 23 products, including nicotine drug replacement therapy, which 24 are made available along with clinician-delivered support, 25 for use in the Medicaid program.
